I've found controllers to be the most fun characters to play. I've made many characters, but none I've enjoyed playing so much as my Illusion/ Empathy controller. So here are my thoughts on making a good one.
Although I have picked the empathy power set; my aim is not simply to be a healer. My character has solid attacks and is a decent healer. I am able to help teammates out of sticky situations and rez if needed. I slot my attacks and heals roughly evenly to begin with. If anything I will lean towards attacks and fitness. After all it's not my aim to be the best healer possible.
I love having Invisibility and fly; I can get around without being bothered by gangs where I couldn't before. It gives you so much freedom, you don't have to worry about accidently pulling aggro from tightly packed gangs on route to missions and etc.
Spectral Wounds is a good starting power. it does a great deal of damage, so for the first few levels you can really whizz by often taking guys out in one (or two) shots. You can tear through gangs in no time. I think it's good to put enhancements on that will increase it's recharge time and make it more powerful. If you only put one enhancement on it I would suggest the reduce recharge time one, as it's critical to get the enemies down fast with this move (before they regenerate health). I would only put a few enhancements on this power as I tend to concentrate on getting good healing powers early on, then when thats sorted I can slot up my more powerful attacks.
I haven't gotten very far with my illusion/empathy controller yet, but I find her to be the most fun and effective of all my characters. I like the balance between attack power and empathy power, as well as the greatly useful stealth powers.
