You look near dam, you find Trolls. That where they like to be.
Writeup
Julius pretty much spells this one out for you. Look for Trolls around the Dam in Red River and defeat 15 of them. If you stray out of the water in Red River they won't count. Stay in the area and hunt them down.
When I got this mission, I was too low level to hunt the trolls in the river itself. An easy solution is to run across the bridge to the pavilion, pull a group of lower level trolls that you can handle (taunt, AoE attack, or however), and run back to Julius. Make sure you don't outrun the trolls you are pulling, keep them on your tail. Once they get on the bridge, about 1/2 way to Julius, their kills will count towards your mission count. Much easier than dying trying to kill purple trolls.
You can pull Trolls into the water from anywhere in the zone, and so long as they die in the water (or above it on a bridge), they'll count towards your kills. Even if you grabbed a pack from way out in one of the corners of the zone, if you can get them into the waters of Red River and kill 'em there, they count.
Also, even though Julius says to kill Trolls from near the dam, you can get 'em anywhere- they just have to die with their feet wet :)
