I was wondering if you could do me a favor. The Tsoo have been asking for protection money from this store, but we can't make this week's payment. [color=yellow]Perhaps you could send a message to the Tsoo, by arresting some of their thugs.[/color] Maybe then we can get them to stop shaking us down. If you do this favor for me, I can reward you with an extra outfit that you can change into.
You can find the Tsoo all over Talos Island.You still won't be able to add a cape to your second costume until you complete the cape mission.

Serge is the tailor in the Icon store. Talk to him as soon as you reach 20'th level to get this mission. You must have an empty mission slot, or he will tell you to "clean your plate" first.
Although he hints that there are plenty of Tsoo on Talos, you don't have to go there. Any Tsoo at all will do, and there are usually plenty of grays right behind the store.
You will have to defeat 30 Tsoo to earn your costume slot. You still won't be able to add a cape to your second costume until you complete the cape mission.
