Quite a simple one - Head of into "Boomtown" and travel into either Fuse or Primer.
Fuse is straight ahead as you enter the area. The easiest way to get to Primer is to follow the wall West as you enter, then North and West again as it turns into primer.
In "boomtown" you dont get the small groups of Council members as you do in Skyway. You get large groups of around 7 or 8.
They are very easily spotable, as they dont mill around like most mobs, the line in rows of
Area effect Blasters can have a field day with this, and scrappers can just get stuck in of 3 to 4.
