We've been seeing a lot more Council soldiers on the street lately. I think they're gearing up for something big, and I need to find out what. Will you interrogate a few Council soldiers? Maybe you can figure out whats behind their sudden increase in numbers.
All you got to do is defeat 15 soldiers in any zone.

| Greetings, I did this zone in Steel Canyon because it is a level where the Council at level 17 are very easy for me, so that I could just complete the mission. It was pretty easy nonetheless. The Council in Steel Canyon can be found all over and range from lvl 11-16. |
