Everett will say, "The boys at DATA have cooked up a new gadget they think may help us defeat the Clockwork. It's called the EMP Glove, and it sends out an electromagnetic pulse that should disrupt the robot's circuitry. Can you test the EMP Glove on the Clockwork? I'd recommend starting in King's Row or Steel Canyon.."

After you accept this mission, Everett will say:

He also gives you a temporary power:

It's really just a temporary version of Lightning Bolt. It isn't really any more effective against the Clocks than a normal Lightning Bolt. You get to keep it until you use all 30 uses or talk to Everett again, whichever happens first. If you don't want to give up the EMP Glove, then avoid talking to Everett until you are ready to part with it.
You only need to defeat 10 Clocks to complete this mission. The first few will be easy to find; you get ambushed at the contact. After you deal with your ambush, it's not hard to find enough clocks to finish your 10; Skyway City is crawling with Clocks. If these are too high for you, go to King's Row or Perez Park to find easier Clocks.
When you are done, Everett takes away the EMP Glove and says:
