Warren will say, "The Tsoo are escalating their war against the rest of the gangs of Paragon city. The situation is getting tense, and violence looks imminent. I want you to take some territory back from the Tsoo. We need a buffer zone between them and the rest of Paragon City's gangs."

After you take the mission, Warren says:

Warren also gives you this temp power:
Lethargy Inducer
Ranged, Foe -Recharge -Speed
This invention can cause a target to feel tired and worn down, reducing the speed of their attacks. The Lethargy Inducer has 20 charges.
It looks like Neutrino Bolt, but it has the effects above instead of -DEF.
Now you just have to find and defeat 15 Tsoo. Most toons getting this mission will usually want to hunt them in Steel Canyon. If you need them higher level, I recommend Independence Port or Talos Island.
Return to Warren when you are done and he will say:
