Description:
Warren will say, "A lot fo businesses in Steel Canyon are having a serious problem with the Tsoo. the gangsters are asking the owners to pay a fee for Tsoo protection; if they don't give in, their shop is smashed to pieces. I want you to get over to Steel Canyon and stop the Tsoo extortion."
This mission is not a part of Warren's story arc. If it is offered as one of two choices, the other choice is probably part of the story arc.

After you accept the mission, Warren says:

Now all you have to do is hunt 15 Tsoo. There is no ambush. Despite what Warren said, you may hunt them anywhere in Steel Canyon. Just remember that they are higher level as you go north.
When you are done arresting Tsoo, Warren will tell you:
