Accept the mission, and Pavel says:

This is a little more difficult than your usual hunt for two reasons. First of all, as soon as you get off the train in Steel Canyon, every Vahzilok anywhere near you will despawn. Second, the Vahzilok are rare in Steel Canyon. All you can do is run around behind every building in sight and keep your eyes open. Don't pass up any who are too low in level, beause you might be spending a long time looking for more.
Return to Pavel after you get your 15 and he will say:
