You must do this before you can get any more missions from this contact, but the task is simple. Just go talk to the liason. That's it. She will tell you all about Siren's Call and give you your reward. You don't have to enter Siren's Call. Just return to Hinkley and continue with his other missions if you wish. You may return to Siren's Call and get PvP missions from Brinson any time until level 30.
She has this to say about Siren's Call:
