Hinkley has two missions by this name. The other is indoor. This one is a hunt. You can tell the difference by what Hinkley is saying as he offers this mission.
Hinkley says, "The Tsoo are recruiting in earnest these days. If they grow much larger, we may not be able to deal with them effectively. I need you to hit the streets and take on a few Tsoo. If you show people that the Tsoo aren't as tough as they look, maybe they won't be so eager to join up."
This mission is not a part of a story arc.
If you have Hinkley as a contact when you turn 20, see if you can get this mission from him before you go to Serge for your costume mission. You can do both at the same time. Take Serge's mission second, so the ambush will count toward both missions.

When you take this mission, Hinkley will say, "You can find Tsoo in Talos Island or Independence Port." You don't have to look there, however. This time, you can hunt anywhere you want. Even the occasional Enforcer in the Hollows will count toward this mission. By the time Hinkley will talk to you, the Tsoo in Steel Canyon will be easy marks. If you want higher level Tsoo, try New Sparta or the southern parts of Independence Port.
Return to Hinkley after you have defeated 20 Tsoo. He will say, "I think you got the message out. Nobody will want to join the Tsoo if they know that [your toon] is on their case." |
