Story Arc: The Tsoo Coup
Description:
Hinkley will say, "I'm worried about the Tsoo, [your toon]. My sources tell me those power hungry gangsters have some big plan in the works, but nobody seems to know anything specific. I think you should hit the streets of Talos Island and take down as many Tsoo as you can. Maybe one of them will give us a clue about their next move. When you're done clearing Talos, move on to Independence Port."

After you accept, he says:

Now you have two objectives, but both are simple hunts.
First, you need to defeat 15 Tsoo in Talos Island. You can hunt them anywhere in the zone, but you won't find any int he northern parts of the zone. The highest level Tsoo can be found in New Sparta, where they are as high as 29. The lowest level Tsoo are level 20's around the tunnel to Skyway City and level 21's in New Corinth. Although Tsoo do spawn in the area where Hinkley is standing, they are not common there. They will be level 23-25 and will usually be fighting with Warriors. I hunt mine in New Sparta, since by the time you can get this mission, most other Tsoo in this zone are worth little or no XP anymore.
As soon as you defeat your 15th Tsoo, you get half of your mission bonus and this clue:

Hunt your 15 Tsoo, then get on the Green Line and head for Independence Port. Here, you need to hunt another 15 Tsoo. Once again, you are free to hunt your Tsoo anywhere in the zone and they can be found nearly anywhere in the zone. There are only two neighborhoods without any Tsoo - Crey Cove (where the train station is located) and Power Island. The highest levels are along the South and West edges of the zone. The lowest level Tsoo are level 22 and are found just a little to the North of the train station.
There will be an ambush when you get off the train in Independence Port. Be ready for it. There is usually at least one Ancestor Spirit, who will be able to get into the train station and attack you by the exit doors, so stay in your seat while you load.
After you have defeated your 15th Tsoo, you get the other half of your mission bonus and also this clue:

When you return to Hinkley, he will tell you:
