Hinkley will say, "I know this guy in the FBI, Warren Trudeau. He might be able to ID the buildings the Tsoo are interested in. Take the blueprints over to Warren, won't you, [your toon]?"
This is the second mission of Hinkley's story arc, The Tsoo Coup.

When you accept the mission, Hinkley says:

Whether you went back to Hinkley or phoned him from Independence Port after the previous mission, you can go straight to Skyway on the Green Line. Warren is a little over half a mile from the train station.
There is no need to bother bringing your team. There is nothing to fight - not even an ambush. Let them clean the streets in Talos until you get back.
Warren has this to say:

As soon as you talk to him, you get your mission bonus. It's only half the usual bonus for your level and difficulty setting, but then you didn't do much, did you? That's all there is to it. Return to Hinkley and he will tell you:
