Description:
For more than a century, Salamanca was the escape resort for the fine people of Paragon City. That all changed shortly after the Halloween event that occurred in the city last year. Apparently a connection was created between Salamanca and the mysterious land of Croatoa. Although the attacks on the village have been contained to small skirmishes, it seems that the frequency of the battles has increased as of late.
Gordon Brower is your initial contact in this zone. I'm not sure if any of your contacts ingame will introduce you to him, but I imagine they would. You do not need to be introduced to him in order to gain him as a contact. Just talk to him.
