O.K. i wanna go into the test server but i have a question.
can i take that person out of test i dont wanna have them wiped. i just want them in so i can try out the cuppajo going away party. so any answers

Sadly you cannot take any character off the test server. You can only take from the other servers and copy over to test. And edventually that character will be wiped, though I'm not sure how often they wipe the test server.

When you transfer a character to the test server, they don't get removed from your original server, it just creates a COPY on the test server.
So fear NOT young hero! Your original toon is safe and sound back on it's home server.

As I understand it, it's only been wiped once, possibly twice, in the history of the game. And the one time I *KNOW* of it being wiped, it was restored shortly after. It was wiped out for that event where they had people log in and immdiately get promoted to level 40.
