I planning on doing a guide for a storm/psy defender, and I was wonderin what is the cap for debuffs, particully -run, -recharge. I figure 200% on both, thus with a few well placed psy moves and storms, get them to the cap on both. I hope mabye It's higher, and dread if it's lower.

I think the max debuff for movement speed is 90% or 95% (anything higher than that would be an immobilize). I am not sure about the -recharge debuff

Movement speed should be 95%, and Recharge is probably around 200%.

95%? Wow, thats odd, the starting for snow storm and freezing rain are 62% and 75% according to mids. Is that at lv 50 it gets higher then it first starts out (thus the % is lower when you first get them lv 6ish)? Because slotted with singles snow storm gives about -104%. Heck, even with generic it's like 72% and 87% for freezing. A tad overpowered mabye? Yea, but that means good times, so... I'm ok with that.

I did some thinking, and considering the fact that 100% slow will slow someone down to half the original value, I think the cap should be somewhere between 150-180%... if that rule applies to slows as well, that is.

Yea, I figured max was higher then 100% since most others are. Damage +100% is x2, so -100% is 1/2. Sweet... Wish villians had access to storm so I could go; MHAHAHAHA!! AAAHAHAHAHA!! MHHHMHMHMH...HEHEHEHE... AH HA HA AH HA!! AH... Oh Ah... Chough, hack, sputter... ha.

I have seen foes get slowed down so much they looked more like they were immobilized, so I could believe the cap might be 200% or more. Besides, this could be offset by powers which increase speed above 100%. Ever seen a superspeeder hit a Tar Patch in the arena? It doesn't exactly look like the Roadrunner stopping to say "beep beep" to Wiley, even with 3 DO's on it.
