Hello and wellcome to gameamp!
stone/SS ehhh?
Ok here i go.
1. you need to take swift. (stone slows you down SOOO much.)
2. teleport as a travel power. (it's the only travel power that you can use with rooted/granite.
3. rage (if you go with SS pick up rage because granite armor cuts your damage output by 30% so it's your only hope at doing damage really.
Hope this helps if your looking for a build im sure warron or someone can cook one up for ya'.
And try the guide page. :)
I'm not a altoholic...no really i only have 1000+ toons...thats not..really...never mind.

For a PvP tank, I'd advise against Stone Armor. It's tough, nearly unkillable, but it lacks the mobility necessary for a Melee AT to succeed in PvP. You'd need to focus very heavily on getting foes to come to you and stay with you, and frankly, all tanks will have a hard time doing that.
For PvP, I'd suggest Ice Armor or Fire Armor. Fire Armor is more offensive, though it pays for that by being less survivable. Ice Armor is very solid at survivability, has slow resists, and its Tier 9 makes for an awesome Oh Crap power, giving you time to recuperate and restrategise.
As for Super Strength, it is a very solid PvP set. Even though it's damage is more resisted than Energy Melee, it has some strong advantages. Hurl is a moderately good ranged attack, not so useful for damage dealing, but it does carry -fly with it, making it useful for taking down enemies who try to fly above you and attack at range. Knockout Blow is a solid damaging attack, albeit with a longish animation, that has a solid hold component, useful against squishier enemies who may not have mezz protection. Then there is the beauty of Rage. While almost every melee set gets Build Up, an 80% damage/20% tohit buff lasting 10 seconds and recharging in 90s base, Super Strength gets Rage. Rage has the same buff percentages, 80/20, but lasts for a full two minutes. With 3 recharge SOs slotted, it will come back just shortly after it drops, meaning you can have it on you almost permanently. What does this mean? This means that enemies with moderate defense values will find their defense negated by Rage. Enemies with moderate resist values will have to deal with 80% more damage coming in at all times. And enemies with neither will just melt to your attacks.
From Super Strength, you'll have to take Jab, though its a personal choice whether you slot it. You'll want to take Haymaker, KO Blow, Rage, and Footstomp (being awesome against MMs =D). Punch is optional, but if you choose not to enhance Jab, then you'll pretty much need Punch to fill out your attacks somewhat. My advice is to get Punch and slot both of them for max effectiveness. When you go toe to toe with brutes, or other scrapper/tanks, you'll want a filled attack chain to keep the DPS coming.
For Power Pools, Swift/Hurdle/Stamina are must haves, and try to fit in Health if you can. Hasten/Super Speed is another must have pair. CJ/SJ are must haves, and if you decide to take Fire Armor, you'll want Acrobatics, as well.
You're fourth pool is up to personal choice. Ice Armor can benefit wildly from taking Aid Self to complement Hoarfrost, while Fire Armor can benefit from fitting in Tough, maybe Weave, to help deal with the more common Smashing/Lethal damage you'll be taking. Again, its a matter of personal preference which way you choose to go.
Whatever you decide to do, I suggest you work up a build using Mid's Hero Designer, and either posting the build here, or PM it to me, and I will critique it. Of course, if you post it here, other ampers will be able to chime in with their advice and experiences. Give me (and everyone else) something to work with from the start, and we'll all be able to give you better advise.
W.P.
