| MA or SR, which work better? |

I am fleshing out a new toon. Basically a Natural Dual blades matador/bull fighter theme. Super Reflexes emediately jumps to mind, but the lack of heals that it has worries me.
Which is more efficient, Super Reflexes or WillPower?

Depends on what you mean by efficient.
Willpower
Pros:
Higher hits points from High Pain Tolerance
Extra recovery with QR and Stamina Together
Both Resistance and Defense to Psionic
Cons:
Not as much resistance to the Exotic damage types (Energy,Negative,Cold,Fire, Toxic)
Pro/Con:
High Regen rate with RttC and Fast Healing but No Self Heal
Super Reflexes
Pros:
High Defense to Melee, Range and AoE
Resistance to Defense Debuffs
Boosted run and recharge speed
As health wanes, more resist damages is gained from auto powers.
Cons:
3 Toggles can be endurance heavy
No Self Heal
Pro/Con:
"Clicky" mezz protection.

you just have to decide which you would rather have: a little bit of everything (willpower) or, fully slotted, be able to dodge most attacks without getting hurt at all. with all-defense sets, its either all or nothing, you can avoid attacks, but if they do get through, you take the full hit with barely any way of getting that health back. however, with willpower, later on you get some defense, and if an attack gets through, it doesnt do as much damage (resistances), and there are good regen powers to regain health.
another thing: alpha strikes. a willpower scrapper could get killed by them, because the defense and resistance arent enough by themselves to block it, and the regen isnt quick enough to mitigate it completely.
however, a properly slotted SR scrapper can get out of it almost unscathed, dodging many (depending on the number of enemies) of the alpha strikes, because of the all-or-nothing nature of the set.
if any of this is wrong, please correct me. i have less experience with SR than i do with WP, so maybe someone with a 50 SR scrapper could help ya out with info on the later levels.

This is DEFINITELY a pro. Set it on Auto. Put a couple Recharge Reductions in it (2 or 3) and forget about it. It will become perm and will stack. It cannot be "detoggled".

*BUT* if you die while its recharging, you'll rez without any mezz protection until it comes back. This makes it a Con, as toggle mezz protection can be put right back on after a rez.
Edit: Also, Practiced Brawler will put away any weapons you may use. Since the OP is talking about Dual Blades, a set balanced around not having to redraw, this is a very major con, as every couple minutes your DPS will suffer because of mezz protection kicking in.

Yea, this is why I listed PB as a pro or a con, all depends on what your Point of view on the power is. While being an undroppable mezz protection (vs Integration or Unyielding), too many slows or coming back after death can be tricky since you'll have to wait for the PB cycle to start again.

Snowstorm is auto hit slow.
There are alot of auto-hit damage sources, and enemies with higher accuracy than normal, such as Rikti Drones.
It is very possible for a defense based set to be killed and slowed. Slows aren't such a problem after quickness, but before then and SOs, they can kill your mezz ability and any mitigation from your primary.
