Well, I'm working on my Illusion/Storm Controller, who I absolutely LOVE, and I wanted to make sure that I get the most out of my character as far as my build goes. So, here is my build planned up until level 38

I don't have any enhancements planned out; I don't know very much about them, but I was hoping that someone could help me get into the IOs because I barely know anything about them.
I would like to get somewhere near Perma-Hasten, and then try to get Phantasm and Phantom Army up as much as possible.
Also, I know that I'm getting Spectral Wounds and Hasten a little late, but Flight is a concept for the toon, which I'll go into a little bit later.
I have no idea which Ancillary Power Pool I want to go into, so here is the character concept:
James Iscariot is an occultist, a descendant from Judas Iscariot, the betrayer. He taps into his bloodlines to draw power from the devils, but uses his magic to try to repent for his ancestor's sins. Right now he's using "State-of-the-Art" equipment to hide his magical abilities. He has wings, which are tech right now, but his second costume will have angel wings. So, obviously flight is necessary for the concept.
Anyways, I want the extra attacks in Fire Mastery and Ice Mastery, but the power boost and conserve power from Primal Forces Mastery could be nice as well. Here are my thoughts:
Fire: Could look cool with Steamy Mist and Hurricane, with the Fire mixing with all of the winds, and Fire Blast and Fire Ball could be decent damage. Consume could always be nice as Storm Summoning is such an end sucker.
Ice: Obviously, this goes together very well with /Storm Summoning. I'm thinking that Ice Storm could go together very well with Freezing Rain, as they are both targeted AoE DoTs.
Primal Forces Mastery: This could make me look somewhat like an Angel with the Temp Invulnerability effects. Also Conserve Power and Power Boost could be nice, but I don't know how effective Power Blast will be.
Well, any advice would be appreciated.

I just so happen to have a lvl 50 illusion/storm. And I believe he's maybe 2 years old...So I might know what I'm talkin about, I think :P

Now thats without IOs. Suprisingly, I highly reccomend IOs for this build (lots of nice little sets to put in there) But this build works just as well. Using Thunder Clap, Spectral Terror, Decieve, Flash and Blind you can control very well. Using Hurricane, Freezing Rain and Snow Storm you can debuff pretty well. Using PA, Phantasm, Lightning Storm, Fire Blast, Fire Ball, and Spectral Wounds you can do pretty good damage. It's an all-around build. However, the cost for being a uber build that can do pretty much anything (besides tank. Trust me, I've tried) the endurance cost and recharge for most powers are crazy. Hasten helps a lot and Conserve Power or Consume work wonders for this build.

I would pick up spectral wounds earlier. This power with blind is about the only way you can do any damage until 18 when you get your PA. Not having it earlier is going to make solo'ing impossible IMO. The Blind/Spectral wounds combo is your bread n butter till your PA.
Grabbing hasten later isnt goin to hurt you. Dont get me wrong, its going to help getting your PA up as much as possible. My troller is 35 now and I still havnt picked up Hasten. Your phanty (once you get him) will stay with you till you dismiss him. Phantasm isnt on a timer like the PA is. He is a tad trigger happy so be careful with where you take him.

Alright, thanks for all of the help.
I'm on the Freedom server, so I leveled to level 18 exclusively on teams, and I plan on doing that for a long time (At least until I get high enough to do the content that I find interesting, I've already done the lower arcs literally a dozen times).
