I was having an in-game discussion on gameamp.com chat channel today, and was talking about noticing some odd drop behavior, when I remembered a thread in the Official Boards in the Market section about changes to drops. So here it is: Linky!
Not a whole lot has changed. The big thing is there are several mobs that used to drop one or the other (mainly just tech) that now drop both tech and arcane (which is a good thing. More choices if you don't like certain mob types, like CoT)
It probably won't have much of an impact on CoV, since access to both types is spread out over all the levels, especially the lowbies, but on CoH side, it should help to increase supply of some valuables, like Luck Charms. As far as I know, they haven't adjusted the rate of drops, or messed with anything other than invention salvage.
