Looks like it's a Villain pet to me. There's a bug that will let Villains enter Atlas Park. They can't attack anyone, but they can run missions with you. Too bad they can't leave that little feature in and offer up street challenges for PvP!
Its a temporary power you can win in Recluses Victory, here is a link to a screenshot I posted when I won one, I havn't summoned mine yet though, now I know what one looks like.
Looks like that Mech is being wasted... ah well...
i know for certain that everytime one of your side captures a pillbox, the temperal point counter goes up 20 points. Don't know how many points are awarded for villains. You've got two options: either fight a lot of villains before the zone is won, or, my way. Farm the pillboxes, and just go capture the zone for yourself after you've got 1000 points.
