This is where Eochai will be spawning in Atlas Park during the Halloween event. This parking lot is just south of Hyperion Park (the walled park in the middle of the Hyperion Way neighborhood, where you will find contact Sarah Peters and one of the history plaques). Notice the jack-o-lanterns. They actually have flickering flames inside. At this time, they are only found near Eochai's spawn point, so the same will probably be true when the Halloween event goes live.
