The Halloween witches are not your ordinary Croatoa witches. They have very different costumes, as you can see here. They're also loaded with Dark powers.
There's also a bug on the test server which may or may not still be there when the Halloween event goes live. Their Tenebrious Tentacles spells don't stop you from moving around normally!
