This is the front entrance to a new building in Talos Island called "Wentworth's". Nothing is known of the building but it features loading docks, small area in the back of building w/ offices and storage, and large glass main room. The building is located directly behind the tram in TI. Some speculate that it may be the "auction house" for City of Heroes/Villains.

you can go in it by going near PI ferry and jumping in the water, you will be under the map! then you go to wentworths and go inside! NOTE: HAVE SOMEONE TP YOU OUT OR HAVE THE POCKET PASS TP POWER. IF YOU DO NOT HAVE EITHER ONE YOU WILL BE STUCK!

Unless they add customizable costume/weapon stuff that drops that actually makes a difference in gameplay I dont think it's an auction house. They have vendors for SO's and DO's and etc.
