In the M.A.G.I. office of Galaxy City there is a pile of bones said to be Ghost Widow's, however upon closer inspection there are 2 Skulls within the pile not just one.

Who does the second belong to and why is there no mention of it?

that is one of the mysteries magi is attempting to solve. seraph has already determined that both skulls are a genetic match for ghost widow. they have ruled out any kind of 'time twister' scenario which could exist without powerful magic, but there are still a few theories, most of which fall under magi's area of expertise. the most popular theories include:
    *the skull is from a homonculous created from ghost widow's blood.
    *ghost widow fought her counterpart from an alternate reality and they slew each other.
    *ghost widow was pregnant with a fully grown daughter.
    *ghost widow has been faking her power of teleportation. she is actually a pair of identical twins.
    *ghost widow created a clone of her skull for unknown reasons.
    *ghost widow attempted to save her life by posessing another body in a manner similar to circle of thorns rituals, except her version of the ritual altered the host body on a molecular level.
    *the second skull is from a what if or elseworlds plotline.
    *dark servants summoned by ghost widow have her dna and at least a skull, if not a complete skeleton.
    *ghost widow may be an early victim of the carnival of shadows, who are known to be able to create complete and very solid bodies for their astral projections.
    *the last power ghost widow used before her death was gloom, and the skull somehow became stuck in reality.
    *the second skull belongs to ghost widow's mother and she talked to this skull when nobody was looking.
    *hamidon was in the process of turning ghost widow into a two-headed giant monster with dark powers.


these are just the most popular theories. i'm certain you will hear of others.
