I did this with a PUG, so it wasnt mine. I'm pretty sure it is a radio mish somewhere around lvl 30-35. It was full of CoT, and we had to rescue several runway models. I had never seen this before either. Quite a neat little spin on atlas park.
It does sound like it's from Smoke and Mirrors, the Twilight's Son task force from Ouroboros. The task force is basically living out the events of issues 4-6 of the City of Heroes (Top Cow) comic book.
