Power Pool Sets

The power pool sets are generic groups of powers that are available to all toon types as soon as they reach level 6. The power pools contain many varied powers. This is where your travel powers are located, as well as some attacks and powers to enhance your inbuilt abilities. The attacks, heals, taunts, etc in the power pool set are all less powerful than anything similar in the Archetype (AT) power pool sets. But they can give powers to an AT that normally wouldn’t have that type of powers.

The power pool sets are what allows you to break an AT out of their intended role and make them something unique. For example, you can give shielding powers to a blaster and make him into something that can stand in melee battles. This is often referred to as a Blapper toon. Or you can give shielding powers to a scrapper and almost turn him into a tank. Or give the medicine pool to a tank and turn him into a low level healer. Or give a scrapper the presence pool to make him more like a tank, with superior taunt abilities. The mixes are almost endless, which is why each toon in the game is so unique. The odds of finding two toons, which didn’t coordinate their builds, just alike is very low. This is one of the things of the game that keeps it fresh and makes it different every time you make a new toon.

Concealment

Stealth Shield Power
Makes you hard to see at a distance, but up close you will be discovered. Adds a defense rating. Interacting with any object or bad guy in the game will cause you to lose the concealment function and some of the defense boost. Also slows your movement and will not work with other concealment powers.
Can be used as a light defense based shield, although with the drop in defense rating after attacking this is not so much anymore.

Grant Invisibility Ally buff
Allows you to make a teammate invisible. If he attacks it drops to stealth settings. Adds a defense bonus and works with other concealment powers. 2 minute duration.
Can be used as a shield buff for teammates.

Grant Invisibility Shield Power
Makes you invisible. You cannot interact with anything else, although you can use powers that buff yourself, but if the normally buff other around you to, they won’t with incivility on. Gives defense to all attacks, you have to have one of the previous powers to get it, available only after level 14. Does not work with other concealment powers.
Good for sneaking through missions.

Phase Shift Self Buff
Makes you intangible and you cannot be hurt by bad guys. Duration is 30 seconds, cannot be used with rest. You must be level 20 and have two of the other powers in this pool.
After the time limit was put on this power became far less effective. Can be used to agro a group away from a team, even by a very squishy (low hit point) toon.

Flight

Hover Movement Power
For aerial combat, has defense bonus and costs little endurance.
Very slow travel speed, good for fighting flying baddies.

Air Superiority Attack Power
Two handed overhead attacks with knockback.
Decent melee attack ability.

Fly Travel Power
Travel power, slows to hover speeds when you attack or get attacked, top flight speed increases with your level, must be level 14 and have one other fly power to get it.
Safest travel power to get, also the slowest. Endurance intensive.

Group Fly Travel Power
Grants flight to teammates around you. Slower than fly, and teammates must stay close to you. Must be level 20 and have two other flight powers.
Only works when everyone in the group sets to follow you.

Fighting

Boxing Attack Power
Basic punch attack with a slight chance to disorient.
Low damage punch, useless in my opinion.

Kick Attack Power
Basic kick attack with a slight chance to disorient.
Low damage kick, useless in my opinion.

Tough Shield Power
Adds resistance to smashing and lethal damage. Must be level 14 and have one other Fighting power.
One of the better shield powers, the only one from power pools that gives resistance to smashing and lethal, but you have to waste a power slot getting boxing or kick first.

Weave Shield Power
Increases defense to all attacks, increases resistance to immobilize effects. Must be level 20 and have two other fighting powers.
Good defense based shield, similar to Combat Jumping in effect.

Fitness

Swift Movement Power
Enhances run speed. Always on and costs no endurance.
Good for speeding up normal run speed. Can be slotted up with sprint to make a moderate travel power, although wasting enhancements slots.

Hurdle Movement Power
Enhances jump height. Always on and costs no endurance.
Good for increasing jump height, to get over those high walls or upper balcony areas.

Health Self Buff
Increases hit point recovery. You must be level 14 and have one other Fitness power.
A must have power for any toon, in my opinion. Slotted up it provides a considerable increase to health recovery.

Stamina Self Buff
Increases endurance recovery. You must be level 20 with two other Fitness powers.
A must have power for any toon, in my opinion. Slotted up it provides a considerable increase to endurance recovery.

Leadership

Maneuvers Ally buff
Increases the defense of you and all around you to all attacks.
Good power for team support, but somewhat of an endurance hog.

Assault Ally buff
Increases the damage of you and all around you and provides resistance to taunt and placate.
Good power for team support, but somewhat of an endurance hog.

Tactics Ally buff
Increases the accuracy of you and all around you and protects all from confuse and fear effects. Also increases perception.. Must be level 14 and have one other Leadership power.
Good power for team support, but somewhat of an endurance hog. Perception increase is useful in PVP zones to help your whole team to see stalkers.

Vengeance Ally buff
Using the dead body of a teammate, you can increase accuracy, damage and defense for all teammates. Also increases resistance to fear, sleep, hold, disorient, immobilize, confuse, taunt, placate and knockback. Must be at least level 20 and have two of the other leadership powers.
Powerful buffs, but only useful if someone has died.

Leaping

Jump Kick Attack Power
Kick attack with a chance of knockback.
Decent kicking attack.

Combat Jumping Shield Power
Increases your defense to all attacks and immobilization, also increases your jump height.
Very good defense based shield, low on endurance and doesn’t require a prerequisite to get.

Super Jump Travel Power
Travel Power, let’s you jump to very great heights, covering ground faster than fly.
Good travel power, caution must be used when landing so as not to land in a group of bad guys.

Acrobatics Shield Power
Gives good resistance to hold and knockback effects. Must be level 20 and have two other Leaping powers.
Excellent shield against knockback effects

Similar to Empathy Resurrect. Being interruptible can’t be used during combat.

Presence

Challenge Taunt
Allows you to taunt and individual target. Not as effective as Scrapper or Tank taunts.
Good for pulling single bad guys off of allies.

Increases power recharge speed for 2 minutes. Endurance hit when it wears off.
Very sought after power, allows greater use of long recharge powers, or near continuous use of critical short recharge powers.

If I read the news right...with the new patch that's on Test, Fly should be less endurance intensive than it is now which would be a VERY welcome change as it's my favorite travel power..and the most under-rated.
