Welcome to Aurrius' guide to Dual Blades/Willpower Scrapper!

This is my fourth guide, I’ve also done Broadsword/Regeneration Scrapper, Claws/Regeneration Scrapper and Energy Melee/Electric Armour Brute guides.

I will rate all powers from each power set from 1 to 5 and give an explanation of them, give some more information about the different combos, dive into the power pools, the ancillary pools and last but not least I’ll give you the build that I am currently using on my level 50 Scrapper Hearthbourne, on the EU Union server.

Note: The slotting in the build provided on the end of this guide is by no means the actual slotting order, I just prefer that order in my builder so that things aren’t as chaotic. ‘Damage, damage, damage, accuracy, accuracy, recharge’ looks a bit easier to me than ‘accuracy, damage, accuracy, damage, damage, recharge’. But that’s just me.

Whatever is said in this guide is based on my opinions and experiences with these power sets. It’s my opinion. Feel free to start whining, but I don’t give a damn.

Another note: This guide is about Dual Blades and Willpower for Scrappers. Tankers and Brutes can use this guide as well, as their versions of Dual Blades and Willpower are practically the same. Stalkers, tough luck for you, as some of your powers will not be covered at all, since Scrappers don’t get them (think of Assassin’s Strike, Reconstruction etc.).

Introduction to the power sets
Primary power set: Dual Blades: Dual Blades is a power set that was added with Issue 11: A Stitch in Time. Nine out of ten people rolled a Dual Blades/Willpower toon of any of four archetypes (Scrapper, Tanker, Stalker or Brute). Dual Blades has very fast attacks, with rather low recharges and low endurance, but because of the constant stream of attacks you’ll be dishing out, your endurance disappears pretty fast. In the early levels it’ll be too fast. Way too fast. Once you have your powers slotted a bit, and a bit of endurance management, you’ll love it. It looks simply great. Also with Issue 11 came weapon customization, which allows you to give both your blades a separate look. Dual Blades’ secondary effect is combos. There are four in all, and all four have their uses, be it either against single enemies, groups of enemies, in the lower levels, or higher et cetera. Dual Blades focuses on very fast AoE attacks, stringing combo after combo and dishing out damned high damage.
Secondary power set: Willpower: Willpower was also added with Issue 11, along with Dual Blades. Willpower offers low defence against some damage types, relatively good resistance, good endurance recovery and great regeneration. Although the resistance and defence values seem rather low, but coupled with the regeneration you get a hell of a lot of survivability. Willpower’s crown power, Rise to the Challenge, works about the same as Invulnerability’s Invincibility. The more enemies around you, the more regeneration you have, and the less accuracy the enemies have. Strength of Will was supposed to be a god mode power at first, but this was changed. It’s now a semi-god mode power, with a lower, static recharge. Willpower focuses on surviving groups of enemies, not a single one.



Dual Blades

Nimble Slash
Type: Click
Available: Level 1
Effect: Melee Minor damage (Lethal)
Endurance cost: 4,37
Recharge: 3,0 seconds
Debion: A low-cost, quick swipe with both of your swords. It’s a very good starting attack, as you will need it for two combos. Good as a filler. Nimble Slash is better at the lower levels than the higher levels. Once I got the Sweep combo, I found myself barely using this power for Weaken and Empower. This attack begins both the Empower and Weaken combination attacks.

Power Slice

Effect: Melee Moderate damage (Lethal)
Endurance cost: 6,03
Recharge: 5,0 seconds
Debion: Very good attack. Can be used as a starting attack instead of Nimble Slash. Low cost, medium recharge and reasonable damage. Animation is pretty cool as well: three swipes with your swords. This power is needed for the Sweep combination attack.

Ablating Strike
Type: Click

Effect: Melee moderate damage (Lethal), foe -defence
Endurance cost: 6,86
Recharge: 6,0 seconds
Debion: Great power. Ablating Strike deals pretty high damage, has a low recharge and a quick animation, slashing the opponent with one blade and stabbing him with the other. Also, it reduces the defence of the opponent by 7,5%, making him easier to hit. This power is needed for the Empower and Weaken combination attacks, and is the beginning of the Attack Vitals combination attack.

Typhoon’s Edge
Type: Click
Available: Level 6
Effect: PBAoE moderate damage (Lethal)
Endurance cost: 11,9
Recharge: 12 seconds
Debion: One of the best powers in this power set. Typhoon’s Edge is your PBAoE attack, with a radius of 8 (which is pretty large, really). Typhoon’s Edge has a low endurance cost compared to other PBAoE attacks, and it has good damage. Amazing animation as well. This power is the finishing move in both the Weaken and Sweep combination attacks.

Blinding Feint
Type: Click
Available: Level 8
Effect: Melee light damage (Lethal), self +damage/+ToHit
Endurance cost: 7,8
Recharge: 12,0 seconds
Debion: Blinding Feint is the same as Follow Up from Claws, and this set’s version of Build Up. If you hit the opponent, you get a 10 second buff, consisting of 37,5% damage and 10% ToHit. It’s possible to stack it. This power is the finishing move in the Empower combination attack.

Confront
Type: Click
Available: Level 12
Effect: Ranged, foe taunt
Endurance cost: --
Recharge: 3,0 seconds
Duration: 23,1 seconds
Debion: A standard Scrapper taunt. That’s all, really.
Recommended slotting: 1xTaunt/Recharge Reduction

Vengeful Slice
Type: Click
Available: Level 18
Effect: Melee high damage (Lethal), foe knockdown
Endurance cost: 8,52
Recharge: 8,0 seconds
Debion: This is where the fun begins. Vengeful Slice is your highest damage single target attack. It consists of four strikes, which all deal one fourth of the total damage. The recharge is short, and the animation is by far one of the best in the game. This power is needed for the Attack Vitals combination attack.

Sweeping Strike

Effect: Melee cone superior damage (Lethal)
Endurance cost: 11,1
Recharge: 11 seconds
Debion: Best power of the set. Amazingly quick and awesome animation (again, one of the best in the game), very high damage, good recharge, and, best of all, it’s a cone! Not a crappy one, but with a rather big arc (90 degrees). Position your enemies in the right way and you’ll slice off half their HP in one strike. This power is the finishing move for the Attack Vitals combination attack.

One Thousand Cuts
Type: Click
Available: Level 32
Effect: Melee superior damage (Lethal), foe knockback
Endurance cost: 15,3
Recharge: 16,0 seconds
Debion: A the name suggests, this power is a flurry of strikes, raining down on all foes in a 90 degree arc in front of you. Which is pretty large. You deal 11 swipes of minor damage, followed by one big strike which also throws all enemies into the air. The long animation is compensated by the fact it hits multiple opponents and the very high damage. This power is the opening move for the Sweep combination attack.

Willpower

High Pain Tolerance
Type: Auto
Available: Level 1
Effect: +Max HP, +Resistance (all)
Endurance Cost: --
Recharge: --
Debion: You have no choice but to take this. It gives you an amazing boost of maximum HP (almost 30% when triple slotted for Healing) and a tiny, but noticeable boost of resistance. It’s auto, and it’s awesome!
Recommended slotting: 2-3xHealing, 2-3xResistance

Mind Over Body
Type: Toggle
Available: Level 2
Effect: +Resistance(Smashing, Lethal, Psionic)
Endurance Cost: 0,21EPS
Recharge: 10,0 seconds
Debion: Your standard shield. Necessary though, as it gives you resistance against the most common damage types and, well, the least common one. The Psionic resistance is not at all mandatory, but it sure is handy against those Rikti or Carnies!
Recommended slotting: 1-2xEndurance Reduction, 3xResistance

Fast Healing
Type: Auto
Available: Level 4
Effect: +Regeneration
Endurance Cost: --
Recharge: --
Debion: Your auto +regeneration power. Same as Regeneration’s Fast Healing. Pretty good, especially on top of Rise to the Challenge.
Recommended slotting: 1-2xEndurance Reduction, 3xResistance
Overall rating: 3

Indomitable Will
Type: Toggle
Available: Level 10
Effect: +Resistance(Disorient, Hold, Immobilize, Sleep, Fear, Confuse, Repel, Knockback), +Defence (Psionic)
Endurance Cost: 0,21EPS
Recharge: 10,0 seconds
Debion: Your mez-resist toggle. On top of the normal effects (Disorient, Hold, Immobilize, Sleep, Knockback), this also gives you protection against Confuse and Fears. Handy in PvP! On top of all that sweet sugary goodness, you also get a measly bit of Psionic defence.
Recommended slotting: 1-2xEndurance Reduction, 1-3xDefence
Overall rating: 4

Rise to the Challenge
Type: Auto
Available: Level 16
Effect: Self +Regeneration, foe -tohit
Endurance Cost: 0,21EPS
Recharge: 10,0 seconds
Debion: This power is basically the same as Invincibility from the Invulnerability power set. Instead of giving you defence, it gives regeneration, and instead of increasing your accuracy, it reduces your foes’. You get a base amount of regeneration from Rise to the Challenge, and each foe near you (maximum is 10 foes) will add to the regeneration. The first enemy will give the largest boost, and the tenth will give the smallest. What many will consider a nice boost, but what I consider a curse, is the taunt effect. This power ticks once every second or so, and it taunts every enemy it hits. Nice for keeping aggro when teaming with one or more squishies, but I don’t like it. I don’t want more enemies on my back when soloing. This power also makes the job of Tankers in the team a lot harder… damned. Other than the taunt effect, it’s amazing!

Quick Recovery
Type: Auto
Available: Level 20
Effect: +Recovery
Endurance Cost: --
Recharge: --
Debion: Same as Quick Recovery from Regeneration. This power gives you increased recovery (30% compared to Stamina’s 25%) and is always on. Take it and love it!
Recommended slotting: 3xEndurance Modification

Heightened Senses
Type: Toggle
Available: Level 28
Effect: Self +Defence(Fire, Cold, Energy, Negative Energy, Smashing, Lethal), +Perception
Endurance Cost: 0,21EPS
Recharge: 4,0 seconds
Debion: Finally, we get some protection from Fire, Cold, Energy and Negative Energy. This power will give you a reasonable amount of defence against those types of damage. If you’re lucky, you don’t get hit. If you’re not lucky, you’ll be ganked to death. Ouch. The +perception is nice though, especially against those pesky Arachnos, or in PvP.
Recommended slotting: 1-2xEndurance Reduction, 3xDefence

Resurgence
Type: Click
Available: Level 35
Effect: Self resurrect, +Damage, +ToHit, delayed –Damage/-Tohit
Endurance Cost: --
Recharge: 300,0 seconds
Debion: Not just your standard self rez. You get 20 seconds of XP debt protection, and you for 90 seconds, your damage and accuracy will be increased. After those 90 seconds, they will be reduced for 45 seconds.
Recommended slotting: 1-3xRecharge Reduction

Strength of Will
Type: Click
Available: Level 38
Effect: +Resistance(All), +Recovery, +Resistance(Status effects)
Endurance Cost: 2,6
Recharge: 300,0 seconds
Duration: 120 seconds
Debion: You expected to see a god mode power here… right? Well, think again, because this is even better! Strength of Will’s recharge is 3,33 times shorter than usual god modes, and its resistance buffs are… well, pathetic, compared to a proper god mode. You get about 19% resistance(Smashing, Lethal), and about 9,4% resistance(Energy, Negative Energy, Fire, Cold, Psionic, Toxic), which isn’t that bad after all, because you get to use it in every tough fight you need. The crash isn’t that awful as well: you lose 50 endurance after 120 seconds, which means you can just keep on fighting. If you have the recovery to make up for it. However, despite all the good things I’ve said about Strength of Will, it’s not perfect. It’s easily skippable. I understand if you’d rather get Aid Self for survival.

Dual Blades combination attacks

Empower: Self +Damage/+ToHit: Nimble Slash - Ablating Strike - Blinding Feint
Attack Vitals: Cone, foe DoT: Ablating Strike - Vengeful Slice - Sweeping Strike
Sweep: PBAoE, foe moderate damage and knockdown: One Thousand Cuts - Power Slice - Typhoon’s Ede

Power pools
Don’t worry, these are just my opinions. If you like a pool that I don’t, feel free to take it by any means.

Concealment
Although it can be nice to be able to stealth allies, or be stealthed yourself, I personally don’t like it and I don’t recommend it. As I’ve said in (I think) all three of my previous guides: you’re a Scrapper, don’t be a wuss! Fight, don’t hide!

Fighting
Boxing and Kick are both crap, if you ask me. So is Weave. Tough however, will stack nicely with your Smashing and Lethal resistance. Good choice if you have power slots left!

Fitness
Recommended for any build. The +Recovery is almost necessary to cope with all your toggles and fast attacks, and Health stacks nicely with Rise to the Challenge and Fast Healing. Swift and Hurdle are just for ease of movement.

Flight
Me likey, but slow. Air Superiority is nice but Hover and Group Fly aren’t that good for Scrappers. Take Fly if you want to as your travel power.

Leadership
Can be useful for both PvE and PvP, with some extra damage (nice for allies), accuracy and perception. Don’t bother picking up Maneuvers or Vengeance, unless you do the Statesman’s Task Force each day and people die a lot.

Leaping
Very nice travel power, and Combat Jumping gives you a little defence and a bit of extra jumping height/speed. Jump Kick isn’t worth a thing, and Acrobatics is handy if you don’t have knockback protection (basically, if you have Dark Armour). Acrobatics isn’t needed for Willpower though.

Medicine
The only self-heal you’ll ever get as a Dual Blades/Willpower Scrapper. I don’t have it yet, but I plan to respec it in immediately after this guide. I’ve tested it with this build on the test server, and it’s amazingly helpful!

Presence
The first two powers are rather useless, a taunt and an AoE taunt, but if you really want to taunt, your primary already has one. Now, the third and fourth powers are the good ones. A single target fear and an AoE fear. Nine out of ten people don’t have resistance to fear, and neither do NPC’s. Intimidate or Invoke Panic can be handy, especially for PvP, though you will have to sacrifice a lot of power slots in order to grab them. Not worth it if you ask me!

Speed
Super Speed is a decent travel power, very fast, though the lack of height bothers me. Hasten is a nice addition to all power set combinations, but Dual Blades doesn’t need it. It’s always handy though!

Teleportation
Very fast, though a direct pain in the arse with lag. Recall Friend is very team-friendly. Teleport Foe can be handy for pulling, and Team Teleport is just… well, a waste of a power slot.


Ancillary pools
The only ancillary pool that I really like is Body Mastery, and thus it’s the only one I’ll dive into.

Conserve Power: Good if you have endurance issues, and it’s great against Malta Sappers or Carnie Ring Mistresses, or long battles where endurance can become an issue.
Slot it for 1-3xRecharge.
Focused Accuracy: Take it, love it. It’s quite heavy on the endurance, but the +perception and +accuracy make up for it.
Slot it for 3xEndurance, 3xToHit
Laser Beam Eyes: If you want another attack, take it. It’s a nice combination with Focus (from Claws) or Impale (Spines).
Slot it for 3xDamage, 2xAccuracy
Energy Torrent: Energy Torrent deals rather low damage, but it knocks enemies back and that’s its main purpose. Good combination with the Claws primary because you can easily keep foes on their backs permanently with some other powers, combined with this one.
Slot it for 1xEndurance, 2xAccuracy, 1-3xRecharge

These are the builds that the Hearthbourne uses/will use.
First build is the build I’m currently using, with SO’s/common IO’s. It’s a level-up build, used from level 1 up to 50.
The second build is the set IO build I’m going to respect to. I’ve tested it on the test server, and it’s good! I’ve dropped Nimble Slash in it,
