Issue 9: Breakthrough is the ninth installment (or issue as it is called) to City of Heroes and the third to City of Villains. Issue 9 was released on May 1, 2007 and was corresponding with City of Heroes' third anniversary. Issue 9 has a lot of new features and includes some necessary updates to annoying inconveniences. The Devs call this update their biggest update yet.
Features
Statesman's Task Force (Heroes Only)
The high level PvE task force lets you and eight teammates face up and defeat Paragon City's greatest threats, including a mission to Grandville. Statesman will send you on multiple missions which will test all of your skills in this highly-anticipated task force. Finishing this task force will give you some of the rarest loot. Statesman is located in Independence Port.
Invention System (Heroes and Villains)
Using the new invention system, players can defeat enemy to get "loot" in the form of salvage and invention recipes which let you create a variety of things varying from uber-enhancements, to costume pieces, to even temporary powers! This will enable players who don't enjoy or want to participate in Super Groups to use Salvage and enjoy the whole system of it.
New Hamidon Encounter (Heroes and Villains)
The end-game raid isn't just for Villains any more, now Heroes can take out this god-like being too! Players must use advanced tactics and all skills to take down this creature but get incredibly powerful rewards at the end. Most of the issues with the Hamidon are fixed up including the problem where some Power Sets are trash while the others are incredibly vital.
Auction House (Heroes and Villains)
The new Auction House allows you to buy and sell your newly created inventions! Not only can you buy on stock but you can bid for other players items too. This creates a very economical environment for players. Heroes get the "Wentworth's Fine Consignments" in Paragon City while the Villains prefer to a less legal way in the Rogue Isles with the "Black Market" trucks.

well that is what i thought at first, but then i checked out the website and behold it says the villains start with it, so i better go with them since they created it.
