Hover maybe the slowest travel power. But, there is several ways to gain more speed. Slotting hover with 3SOs. Slotting swift with 3 flying SOs. Using siphon speed from the Kinetics power set. And one that many poeple don't know of. While using hover hold the jump key and the forward key at the same time. You'll move forward and up at the same time. So, you'll have to angle your character down a bit. This will let you move almost as twice as fast. Hover also protects against ground effects such as earthquake, quicksand, and tacks; as well as knockbacks. And has a defence bonus.
So, if you are going to RESPEC out hover think to yourself. Do I really want to join the other people who get tossed around by earthquake and/or slowed by quick sand and tacks?
