Single Origin Enhancements start dropping in your mid-twenties. I got my first Single Origin off a villain at level 24, and have gotten a handful since.
Up until level 30 you can buy the more common Single Origin Enhancements from your local stores, but past level 30 you'll have to purchase them from a specific person who will ask you to finish a quick and painless mission before he will sell you Enhancements.
At that point, he'll sell you any Single Origin Enhancements for a specific origin in the game.
